Harbin Arbitration Commission (abbreviated as HRBAC) is the only commercial arbitration institution in the city of Harbin established in August, 1996 by the people's government of Harbin in accordance with Arbitration Law of the People's Republic of China, mainly accepting the contract disputes and other property rights disputes between domestic and overseas natural persons, legal persons, and other organizations that are equal subjects, in order to protect the legitimate interests of the parties involved and maintain the order of the market economy. Since the arbitrators of the fifth session of HRBAC are at the expiration of their term of office, according to Charter of Harbin Arbitration Commission and Administration Measures for Arbitrators of Harbin Arbitration Commission, the public recruitment of the arbitrators of the sixth session of HRBAC is hereby opened. Relevant matters are announced as follows:

I. Scope of Recruitment and Term of Office

This recruitment is for arbitrators, mainly from Heilongjiang Province, but also considering the whole country and abroad. Anyone who meets the requirements can apply. The arbitrator's term of office is 5 years, same with the sixth session of HRBAC.

II. Requirements of Recruitment

Applicants shall be in good health, passionate for the cause of arbitration, fair and decent, shall abide by relevant provisions such as Administration Measures for Arbitrators of Harbin Arbitration Commission and Code of Arbitrators of Harbin Arbitration Commission, and shall be no more than 65 years of age in principle (may be appropriately relaxed for those with rich experience and high reputation in the industry). In addition, applicants from any professional and specific field shall also meet one of the following requirements:

(I) Have obtained legal professional qualification through the National Unified Legal Professional Qualification Examination and have been an arbitrator for at least eight years;

(II) Have been a lawyer for at least eight years;

(III) Have been a judge for at least eight years;

(IV) Have been a researcher and professor in law, and have a senior title;

(V) Have knowledge in law, work in the economic and commercial field, and have a senior title or equivalent professional level.

Applicants for arbitrators are not subject to geographical and nationality restrictions, and HRBAC welcomes any professional who meets the requirements to apply from both China and abroad, including Hong Kong, Macao and Taiwan.

III. Process of Recruitment

(I) Application. Applicants should log in the Arbitrator Application System of Harbin Arbitration Commission (http://123.56.153.64:8003/), fill in Application Form for Arbitrator of the Sixth Session of Harbin Arbitration Commission, and upload the supporting documents as required.

Note: Please apply on computer (PC), and use the mainstream browsers such as 360, Google, Firefox and Apple as recommended. For security reasons, this system does not support the IE-engine browsers. In case of access problems while using a non-IE browser, please switch the browser to acceleration mode at the upper right corner of the address bar.

(II) Review. After review of the application documents, those who have passed will enter the proposed arbitrator recommendation list.

(III) Appointment. After review of the arbitrator recommendation list by the plenary meeting of the sixth session of HRBAC, training and qualification, the letters of appointment will be issued and announced to the public.

IV. Notes

(I) All applicants should apply online, and the arbitrators of the fifth session of HRBAC at the expiration of their term of office who are applying for renewal should also do it online. Those who don't apply will not be renewed.

(II) After the process through application review, meeting review, approval and training, HRBAC will announce its sixth session arbitrator list via its official website and WeChat channel.

V. Period of Application

From June 7, 2023 to July 20, 2023.
